D&D 4E; Ranged Attack Against Enemy Cover?

According to 4E rules, an enemy has cover if another enemy is between the attacker and the target. Shouldn't it be possible for the projectile to hit the non-targeted enemy? If it is, what's the ruling on it? If not, I'm taking suggestions on house rules for this situation. Please cite any sources.
