Was Eldfell's Eruption Quiet or Explosive?

I guess it must have been fairly quiet, as none of the several accounts I've read of it mention its being explosive. One of the photos at the first link below shows a night scene with the eruption in progress, but there are lights on in the city as if it was business as usual. If it had been explosive, you'd think everything would have been shut down and the lights off.
