Is this the evidence to prove that God created evil dictator rulers?

God creates Man, Man chooses his own destiny. God did not make these people evil, God gives them freewill. That is why Satan was cast out of Heaven because he wanted to force Man into doing what he wanted but Jesus wanted to let Man do the right thing and return to be with Himself and God, if man does wrong then that is the fault of Man and he shall be dealt with on accordingly on Judgment Day. God does not make mistakes!....
