Can a neon tetra be alone in a 1/2 tank by itself with no heater or filter?

Nope. For one it's a tropical fish. Tropics = warm waters. Secondly 1/2 gallons is too small for any fish. Thirdly neons are shoaling fish, they benefit from numbers. Last but not least a filter should be used for tanks.
